Companies offer rebates because they know that some percentage will get lost, forgotten or run afoul of their terms of use in some way–even if the company is totally "honorable" in sending you a check–and some don’t even do that. Last time we ordered new phones, we dealt with four separate rebates and it took six months of calling to recover the money I’d paid up front.

Rhode Island just fixed all that by making rebates immediate, e.g., at the cash register. I don’t live in RI, but I’m hoping NY and other states will follow suit. Maybe you can send the article to your state assemblypeople with a note of support.
